Commanding Officer
Born in Weston, Ontario in 1968, Lieutenant Colonel Finley Mullally was sworn into the primary reserve as an OCdt twenty years ago. After completing the RESO programme, LCol Mullally served as a Logistics Officer with 1st Fd Regt, RCA in Halifax. After an Occupational Transfer to the Field Artillery in 1996, he attended Basic Artillery Officer Ph III and IV, graduating from the Royal Canadian Artillery School in 1997. LCol Mullally was assigned Troop Leader and Gun Position Officer (GPO) to 51st Battery (Bty), 1st Fd Regt, RCA until 1999.
In 1999, LCol Mullally transferred to 30th Fd Regt, RCA where he served as GPO, Forward Observation Officer (FOO) and Battery Captain (BK) in 2 Bty. During his service as a FOO, LCol Mullally also worked at the 33 CBG Battle School as an instructor and Course Officer. After completing Militia Command and Staff Course he commanded 1Bty (HQ and Svcs) from 2005-2007. He was promoted to Major in July, 2007 and took command of 2 Bty until deploying to Afghanistan in 2009.
LCol Mullally deployed with RC(S) HQ in Kandahar, Afghanistan in August, 2009. He landed on Election Day as one of three SDOs (Senior Duty Officers) in the Combined Joint Operations Centre. Three weeks later, he was installed as CHOPs (Chief of Operations), CJOC, a post he held until redeployment in March, 2010.
Among his other career highlights, LCol Mullally cites instructing at the CIOR Language Academy in Borovets, Bulgaria in 2004 where he taught military English to senior officers of the former Warsaw Pact nations recently admitted to NATO; deploying on a SOVOP to Kugluktuk, Nunavut with his FOO party in 2003; and competing at the NATO Reserve Officers’ Shooting Competition in Edinburgh, Scotland in 1996 as one of a three-man team representing the Canadian Army which placed first in Service Rifle.
In his civilian career, LCol Mullally is acting as Vice-Principal at Sacred Heart Catholic High School in Stittsville, Ontario, where he is also the head of the English Department. He holds a B.A. (Hons) from the University of King’s College, Halifax and a B.Ed. from Mount Saint Vincent University, Halifax. He is completing an M.A. in War Studies at the Royal Military College, Kingston, and plans to finish his thesis on War Literature this summer. He lives in Perth, Ontario with his wife of eleven years, Leydin Mullally, and their three children.

Chief Warrant Officer David Atkins was born in February 1961 in Halifax Nova Scotia. The son of a serving member of the Royal Canadian Navy, he grew up in numerous communities across Canada including Moncton, Churchill, Inuvik and Ottawa.
In February of 1979, CWO David Atkins enrolled in the Primary Reserve with the Bytown Gunners, 30th FD Artillery Regiment in Ottawa. Awarded prior service with the Artillery Cadets, CWO Atkins was promoted to Bombardier in August 1979 immediately upon completion of the QL3 Artilleryman course, skipping the rank of Gunner.
CWO Dave Atkins has always been a member of
30th Fd Regt, RCA, however he has had extensive time attached to or with CFS Inuvik, 2 RCHA, 3 RCHA and NDHQ Ottawa throughout the 1980s. As a Bdr in 1982, CWO Atkins deployed with 3 RCHA to Cyprus as a rifleman and served at Camp Maple Leaf in Nicosia.
CWO Atkins has been employed in all artillery NCM positions within 30th Fd Regt, RCA including BSM 1 Battery, BSM 2 Battery and OPS O. CWO Atkins was appointed RSM of 30th Fd Regt, RCA in Jan 2008.
An accomplished marksman, CWO has lead the 30th Fd Regt, RCA to a record six consecutive Ontario Provincial Service Rifle Team Championships from 2001 to 2006. He has also been selected to the Canadian Forces Combat Shooting team for 3 years in a row, and has represented the Canadian Forces with distinction at Bisley in 2007 and 2008.
In his civilian life, CWO David Atkins has been employed with the Federal Public Service since the fall of 1985. He is classified as a Computer Systems Officer with DND and is currently employed in the IM Group as Section Head of the Non-ERP Functional Application Systems Manager Section in the Directorate - Material Information Systems.
CWO Atkins lives in Stittsville, Ontario with his spouse Heather and daughter Charlotte.
